I'd like to welcome you to the Tuesday, February 3rd, 2026 meeting of the Denton County Commissioner's Court. We're glad to have y'all in attendance. And those of you who are tuning online, thank you for joining us virtually.

At this time, I'd like to welcome David Clements with our sheriff's office. He's one of our chaplains. He's going to lead us in our invocation and then our pledges will be led by our Eagle Scout, who's our special guest this morning.

Let's pray. Lord God, we thank you for this day. We thank you for helping us during this winter storm.

We thank you for all the first responders who work so diligently to help people in their time of need. Lord, we pray for those who lost loved ones here in Denton County recently. Lord, during the winter storm, I just pray that you would comfort their families, be their good shepherd, help them in their time of need, comfort them and bring them peace during this time and strength to get through this difficult season in their lives.

We pray for the families here as well of all the commissioner courts, community leaders, pastors, law enforcement, and all the county employees as they serve this great community. Bless them and keep them safe. May your light shine upon them and give them peace to them and their families.

We pray for this meeting. I pray for your divine hand to guide all the deliberations today. May everyone involved be strengthened in their inner being with power and give them hearts of faith rooted in love.

We pray for the soldiers of the Denton County who are deployed around this country and around the world. I pray for peace and strength for them. Be with their families as they're departed.

And Lord, I pray you continue to bless Denton County, bless the great state of Texas, bless America, and we thank you and pray all these things in Christ's name. Amen.

Thank you. I do want to thank you, Commissioner, for filling in last week. I fell and broke my arm last week.

And so it's been kind of, I'm trying to do everything with my left hand, which is its own special skill set, I will tell you. So let's go to, let's go to item, let's go to item 3A, which is approval of a proclamation recognizing Mir Mehdi Ali for his achievement of Eagle Scout. And sir, if you'll please come forward and we'll, we're glad to have you here today and your family.

You'll come on up. Oh, you look awful sharp. We're glad to have you here.

So I'll go ahead and read this proclamation and this is, whereas this is a court proclamation recognizing Mir Mehdi Ali for his achievement of Eagle Scout. And whereas the mission of Boy Scouts of America is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Scout Law and Scouts achieve their ranking by fulfilling requirements in areas of leadership, service, and outdoor skills. And whereas Mir has been actively involved in scouting for five years, progressing steadily through the ranks from from Scout to Eagle.

During his scouting journey, he completed all required merit badges and served in multiple youth leadership roles, most notably as Senior Patrol Leader, where he led troop meetings and activities, mentored younger Scouts, and supported overall unit operations. And whereas for Mir's Eagle Scout project, he planned and led a comprehensive community emergency preparedness initiative, whereby he established and installed community first aid boxes to improve public access to emergency supplies. He also organized and conducted a CPR training course for community members, enabling participants to receive CPR certification and life-saving skills training.

And the project required extensive planning, coordination, volunteer leadership, and collaboration, resulting in a meaningful and lasting community impact. And whereas Mir earned the rank of Eagle Scout on December 17, 2025, with Troop 1499, the Orion District Longhorn Council is currently engaged in STEM and healthcare exploration and participates in academic and leadership organizations such as the Health Occupations Students of America and DEBATE. And whereas the Scout Law has 12 points, each a goal for every Scout.

A Scout is trustworthy, loyal, helpful, friendly, courteous, kind, obedient, cheerful, thrifty, brave, clean, and reverent. And we believe Mir exemplifies these points. He is recognized for mentoring younger Scouts and demonstrates leadership, discipline, and service, both within and outside of Scouting.

And now, therefore, be it resolved that Denton County hereby recognizes and congratulates Mir Mehdi Ali for earning the high honor of Eagle Scout. And thanking him for his service to our community, we extend our best wishes for his continued success and happiness. Done in open court, this is the third day of February 2026, upon a motion by the Chair, second by Commissioner Falconer.

Well, I just want to tell you, congratulations. You know, Scouting is something that's important to me and and as I raised two Eagle Scouts, and I also want to say that this is an accomplishment not only for this young man, but also for the family. So I want to because it's an important task and it's a challenging task.

And if it wasn't for supportive family members to encouraging and nudging and prodding and and I it just many times wouldn't be possible. So it also obviously takes a self-starter young man like yourself, but also supporting cast to help you cross that finish line. So anyway, congratulations on your Eagle Scout members.

Go ahead, Ken. Oh, just as a former Scout, I just I know what what you've gone through and it's it's such a great learning experience and you are just done such a great job to get to that pinnacle of Eagle and congratulations and I know you're going to do great in the rest of life. Thank you.

I just want to congratulate you for achieving your Eagle Scout. And as I looked at the 12 points of the Eagle Scouts, I wish that all of us would practice those 12 points. What a wonderful world we'd be in if we all practice those points.

Congratulations and looking for you to go higher and higher because of your Eagle Scout award. It has taught you, the Scouts have taught you, how to make it in life and what you need to do to achieve your great success. Thank you.

Well, tell us what was your favorite thing about Scouts?

ALI

Honestly, I can't find one memorable experience, but I'd honestly say it's the people I met along the way and the experiences I've had. Looking back a few years, if I wasn't in Scouting, I couldn't even imagine standing here in front of everyone. And I've met so many great people because I've been able to explore mountains, courthouses such as here and done extensive research in Eagle badges, like merit badges, to give me certain experiences which helped me meet other people and it helped build who I am today because the experiences and the people I've met have honestly shaped who I am and what I've done in life so far.

And personally, I've I've had this quote and it stuck with me for a while and I believe that we are a museum of everyone that we've met.

Item 2b is approval of budget amendment request 2026-145 for the district clerk's office to transfer $2,323 in the records management fund from unappropriated contingency to equipment rental to upgrade three black and white printers to color units due to the legislative changes to the certification process of court the certification process of court case documents in the appropriate action.

Item 2c is approval of the 2026 building use requests from Keith Copp with the Denton County Farmers Market Association to use the historical park parking lot located on the corner of Carroll Boulevard and Mulberry Street in Denton, Texas to market produce and food products either grown, produced, or raised by Denton County Farmers Market Association members from 7 a.m to 2 p.m every Saturday beginning March the 1st, 2026 through November the 28th, 2026 and Tuesdays and Thursdays during the during the June through November growing season in any appropriate action.

We're glad they're doing that and next is item 2d approval of the 2026 building use request for from the Denton community market to use the Denton County Historical Park on Saturdays 6 a.m to 6 p.m beginning March 1st, 2026 through December 20th, 2026 to host artisan vendors, musicians, local farmers, and local food market where vendors can sell directly to customers along with community activities in any appropriate action. Next let's go to 5a approval of bill report payments from CSCD Community Corrections, TAIP, Sheriff's Training, Sheriff's Forfeiture, VIT Interest, and D.A. Forfeiture funds are presented for recording purposes only. Mr. May.

So congratulations Jenny and little elm isd And then we have some events going on in precinct two in the colony Uh when galaxies collide it's a nasa solar system ambassador program That's going on and at the library on february 4th from 6 30 to 7 30 I don't know if the galaxies are going to collide then but I think they're going to talk about it And then frisco has trick a trout on february 7th made to 11. That's at the warren sports complex and Lots of you can do introduction to fishing right there So that'll be fun and then in carolton sounds on the square and historic downtown carolton february 6th and 5 to 7 And then a retirement planning for small business owners That'll be on february 9th from 6 to 7 30 at the josey ranch lake library, and that's all I have

So I went around the corner This young man, his name is colton Got his daddy They met me around there the corner brought me back to that aisle and his daddy Got those minutes one of green mints for me and handed them to me I mean what a wonderful young man because he didn't have to do that. I had already Decided it was okay random acts of kindness random acts of kindness and I want to shout out to colton Because we do have good young people wonderful young people that are doing wonderful things and helping to take care of our seasoned citizens Thank you Colton I hope you heard that I didn't get his last name.

Okay, let's talk about blood donations real quick You know last week with the winter weather It caused several blood donation centers to be closed and blood drives to be canceled Okay, so and I know a lot of people may have had those scheduled but we still need those blood donations so citizens can make an appointment at a local blood donation center to donate with carter blood care at the Denton donation center the flower mound donation center the frisco donation center So go online to carter blood care to schedule a donation time and american red cross has upcoming blood drives at Medical City Denton on february the 20th and co-serve has one on february the 26th In providence village on february 27th. So we have them all over the county.

So let's let's do help Close the gap there because again those were those When the when the county's closed and the roads are closed and all that We um, it's important that with that necessity is still there so it's important that we still keep mindful I do want to give a big shout out to Publicly give a big shout out to all the denton county personnel That worked so hard during the winter storm Uh, y'all made me proud. Y'all made our citizens proud. We received so many compliments I know the court members received so many compliments, you know from our dispatch working, you know, they work around the clock anyway But they still showed up worked around the clock our all of our law enforcement personnel The jail still has to keep going sheriff.

Doesn't everybody everything still keeps going with these essential personnel and Our our road and bridge crews were out. They were working around the clock through the incident and they did a great job Through that our communications team. Thank you.

Don and carrie and others. I just thank y'all for for staying vigilant answering the facebook comments and clarifying Information for people and I want to thank the court members for being active and engaged as we went through the incident County administration and I mean, I'm I know i'm leaving people out facilities. Oh my goodness facilities Did a great job Throughout, you know taking care of our buildings not only our buildings, but our parking lots and sidewalks And I know i'm leaving somebody out.

Who am I leaving out? Jody? I'm leaving out our it people.

We're working around the clock You know, of course when you have an outage when you have incidents like this you can have computer issues and outages as well so, of course, we we had to go through that, uh the weekend before so that was a that wasn't that was a An emergency that we had to work to to rectify. So anyway, just when you think about Government stepping up in times of need I think of the county, you know, I think of the county's what we did and and helped out and I not only did in county but the all the counties that were impacted the 254 counties across the state of texas stepped up and Counties deliver and I think that's important that we all realize that that the counties Deliver in times of need and we were there we were helping our we were helping our cities We were helping our residents out in the unincorporated part of the county We were helping the state of texas with the texas dot roads.

So anyway, it's really a collaborative effort Anyway, and so the emergency management team y'all did a great job They were they were around the clock working over here staying in the building Take and they did just a great job. So anyway kudos to everyone involved And and making sure there was continuity of services Even though there was a disruption in the the traffic patterns. All right, anyone else I missed?
