At this time, I'd like to welcome Commissioner Kevin Falconer. He's going to lead us in our invocations, and our pledges will be led by Paul Sly with Representative Jared Patterson's office, if you'll please stand. And a reminder, please turn off your cell phones.

Let's pray. Father, we come to you this morning, Lord, we just lift up your name, Lord, Lord, we just glorify you in all things, and all glory is yours. Lord, we just, there's so many things to pray for in our world, we just want to lift up.

We have an election today, Lord, that we just want to pray that your will will be done in there. Lord, that all of our leaders, elected leaders, will look to you and govern in a just way. Lord, we just, we also know that we have fighting and wars abroad.

Lord, we just pray for peace, and for, Lord, we know that your peace surpasses all understanding, and that that peace guards our hearts and our minds, and we just lean into that, Lord. We know that you are sovereign, and that all things end up working for your good. Lord, we just ask for discernment and guidance for us here on the court today, as we have our Commissioner's Court, and Lord, just, again, thank you for the many blessings you give all of us every day.

Good morning, judges and commissioners. Thank you for allowing me to be here. So I'm here on behalf of, Pam and I are here on behalf of Denton County MHMR Center, My Health, My Resources.

So we are a certified behavioral health clinic, and part of that federal designation is we are required to do community needs assessment. So all month long, we are doing a community needs assessment because we want to hear from the residents of Denton County. We want to hear how we can expand services, how we can increase access, the timing of behavioral health services, be more culturally responsive to the residents here.

So we are looking for feedback from the families, from providers, from partners. Anybody that lives in Denton County, we want to hear from you so that we can strengthen the behavioral health services that we provide. I have a QR code with me.

So if you want to scan it and fill it out and give us honest feedback, it is anonymous. So your information that you provide will be confidential. We will not know that you provided it.

And Ms. Swaner also has a QR code in her email. So I am sure she would be more than willing to provide it to you all. But we just want an opportunity to hear from our community that we love and that we serve daily.

So I just wanted to put that out there. It is going on through the end of the month. So please, I would love to hear from you all.

Let us start with item 3A, which is approval of a proclamation recognizing the week of March 2nd through the 6th, 2026, as Severe Weather Awareness Week and any appropriate action. And we have our friends from emergency management. Good morning, Samantha.

Awesome. Judge, commissioners, thank you for having us this morning. I just want to, on the behalf of Denton County Emergency Management, recognize Severe Weather Week with National Weather Service.

It's through March 2nd through the 6th, outlined in the proclamation before you. As we all know, Denton County has its fair share of storms and the timing is always just right. Historically, the spring months bring the most amount of severe weather and again later in the fall.

Our highest risks are the severe weather for us, but since 1955 we've recorded more than 50 tornadoes in Denton County. The purpose of this proclamation here before you is to help bring awareness, ensure the community is better prepared, building a kit, having a plan, practicing that plan with their families. This is a reminder for us to continue working with our local jurisdictions, not only getting Denton County prepared with the Sheriff's Department, fire marshals, community relations, looking at our plans and making sure that everything's up to speed with our mass notifications and all that fun stuff that goes with it.

That old saying with April showers bring May flowers, well in our office we say April showers bring tireless hours. We stay up and make sure that we're monitoring the weather and keeping our community the most prepared and informed of what's happening. We just wanted to bring this proclamation before you, appreciate all your support from the court and all of our staff and everyone actually in Denton County government because we all play a role.

This is a court proclamation recognizing Severe Weather Awareness Week, where storms can strike at any time of the year, but the months of March, April and May present the greatest potential for violent weather events, and where severe thunderstorms bringing damaging winds, lightning, hail, flash flooding and tornadoes frequently occur in the spring across Denton County, placing lives and property at risk.

Between 1955 and 2025, 55 tornadoes were reported within Denton County. Whereas the protection of the lives and property of Denton County residents is a primary concern for this court, whereas Denton County can work proactively as a community to improve preparedness and reduce the impacts of severe weather. Whereas in coordination with the National Weather Service and with the support of federal, state, local, private and volunteer partners, efforts will be made to educate the public on actions necessary to prepare for and survive severe weather hazards.

And now, therefore, it being resolved that the Denton County Commissioner's Court does hereby proclaim the week of March 2nd through the 6th, 2026 as Severe Weather Awareness Week in Denton County. We call upon all citizens to designate a safe place for family members to gather in case of evacuation, decide how to maintain communication with loved ones, and assemble a preparedness kit containing important documents and emergency supplies. Most importantly, we urge all citizens to heed warnings and instructions issued by local, county, and state officials and emergency management personnel.

We encourage all residents to remain mindful of the dangers presented by severe storms, stay informed of current weather conditions, and take precautions to prevent loss of life and property. So it's not often that procurement is in the spotlight, so we appreciate the recognition. We have a great group of knowledgeable and hardworking professionals on our team, and as always, we just want to thank the court for your support.

Well, thank you. I want to read this, and we do appreciate the great work that our procurement department does. Why don't y'all come down here while I read this?

Let's give them a big hand. We appreciate all that they do. Y'all come down to the front here, and I'm going to read this.

It's good to y'all don't be bashful. I appreciate all the great work that y'all do. You know, there's been a political narrative recently about the county and how we spend our money and how we award contracts and everything, and it's a completely false narrative, and I just want to say publicly how appreciative I am as an official in this county and as a taxpayer that y'all work every day.

Y'all wake up every day trying to get the best value for the Denton County taxpayer. That is your that people have a equitable chance to bid on contracts here at this county, number one, and that you're seeking the best value for the taxpayer, and I just want to just on behalf of the million residents that call Denton County home, I just want to thank y'all for what you do. I'm proud of you.

I appreciate what you do, and your fingerprints are on lasting projects that will outlive all of us when you think about it. The procurement for this building and the highways and byways that you build and construct to make this county a safer place for people to live, that is part of your work career, part of your legacy that you're leaving behind, so I just want to thank y'all for what you do. This is a court proclamation recognizing procurement month and procurement professionals day, and whereas the public procurement profession plays a vital role in the efficiency, transparency, fairness, competition, and integrity of government operations, and whereas public procurement professionals serve as trusted stewards of public resources and strategic partners in delivering effective and accountable government services, and

whereas Denton County procurement professionals uphold the public procurement values and guiding principles of accountability, ethics, impartiality, professionalism, service, and transparency as established by the NIGP, the Institute for Public Procurement, and whereas the Denton County Purchasing Department has demonstrated sustained excellence as a consecutive 30-year recipient of the National Procurement Institute's Achievement of Excellence in Procurement award since the program's inception most recently in 2025, and whereas the second Wednesday in March has been proclaimed as Procurement Professionals Day to recognize the value of public procurement professionals to their organizations and their communities, and

Good morning. Thank you, Judging Commissioners, for having us this morning. I am super excited to turn it over to my colleagues to talk about our WIC program this morning, but I do want to thank you for recognizing National Nutrition Month.

We know that nutrition provides a strong foundation for a healthy start, and our WIC program is doing that across our three clinic sites every single day in Denton County, serving almost 13,000 families last month, so we are super, super thrilled to recognize their work. We also know that only about 50% of eligible families participate in the WIC program, so I think proclamations like this morning help raise awareness about the work that's happening across our county. So this morning we have with us our new WIC Director, Sidney Hawthorne, is going to give you an update on our WIC program, and also our Assistant Director, Fabiola Venegas, and I also just want to quickly highlight our staff that are back at the office serving moms and babies, right?

They're really doing some really important work, and it's always a good day whenever I get to walk through the WIC clinic and give high fives and see the kiddos that have been with our team, see the babies, absolutely. So I'm going to turn it over to Sidney to give a quick update on our WIC program.

Good morning, Judge and Commissioners. Thank you guys so much for giving me the opportunity to speak with you all today about the wonderful work that's happening across all of our clinics and to recognize March as National Nutrition Month. National Nutrition Month is a time to raise awareness about the vital role nutrition plays in overall health, promote physical activity, and encourage sustainable healthy habits for families in our communities.

Our four clinic sites located in Denton, Lewisville, Carrollton, and our mobile unit provide these services daily. Our program serves pregnant and postpartum women, infants, and children under the age of five who qualify based on income, but WIC is more than just food assistance. Our WIC teams educate families on proper nutrition, support mothers throughout their breastfeeding journeys, and connect families to community resources so they can thrive, not just today, but long term.

Our clinics are staffed by highly trained nutrition and lactation professionals who serve as trusted experts for both our clients and the broader community. Over the past five years, our program has grown by 46.3 percent, reflecting both the increasing needs of our community and the trust families place in our services. Last month alone, we served more than 12,800 Denton County residents.

As our county continues to grow, we remain committed to strengthening our infrastructure so every eligible family has access to the support they need during these critical years. To ensure that all Denton County families have access to our services, we are actively strengthening partnerships across the county. We've expanded outreach initiatives along the 380 corridor to address gaps in access, and our mobile unit allows us to reach families in less populated areas, meeting them where they are.

We know that more than half of eligible families are either unaware that they qualify or don't yet have a clear access point, and our goal is simple. Remove barriers and ensure every family who needs support can receive it. One of the most effective ways to connect families to our program is through the Find Help Network.

Families can complete a brief intake form, and our clinic staff follow up within three business days to guide them through the process and connect them with our services. It is truly an honor to serve the families of Denton County. Nutrition in the earliest years lays the foundation for lifelong health, and through WIC we have the privilege of supporting families during some of their most important moments.

We are grateful for your continued support and partnership in this work. Together, we are investing not only in the health of families today, but in the strength and well-being of our community for generations to come. Thank you.

Do you have any other comments before I read this? I want to thank you all for what you do, and I know our national government has really taken a focus on healthy families and healthy individuals, and I've been following that and pleased by some of the initiatives that they're doing as far as nutrition and focusing on nutrition and a revised food pyramid and so forth. So, I know that you are monitoring that as well and getting that good message out about whole foods and not processed foods and limiting those in the diet.

It really helps the whole, the whole individuals and not only the individual, but the family, and so appreciate the good work that y'all do. Members, do you have any comments before I read this proclamation? Okay.

I just want to say thank you very much for your recognition of Developmental Disabilities Awareness Month. With the support of community, individuals with developmental disabilities can lead independent and immensely fulfilling lives. That support starts with awareness on what our fellow community members need and how we can each play a role in helping them to be successful.

So we appreciate your support. I did want to make y'all aware that in order to help make sure that access to intellectual and developmental disability services is quick and efficient, we recently set up an IDD services hotline at the center. So if you or anyone that you know is looking to begin the process of enrolling into IDD services, or if you're just looking for more information, you can contact us at 1-866-433-3401 and you'll be routed to our intake team. So thank y'all very much.

Well, this is a proclamation recognizing Developmental Disabilities Inclusion Month, whereas individuals with developmental disabilities are valued contributing members of our community, and whereas collaboration, education, employment, and home and community-based services are vital to enable people with developmental disabilities to achieve a self-determined and valued lifestyle. And whereas with appropriate support, all people can be productive, engaging, and contributing members of the community, and whereas individuals, families, organizations, and advocates in our community are committed to supporting and empowering people with developmental disabilities as may be needed to live a life like other citizens of Denton County, Texas. And

whereas Texas communities thrive when inclusion becomes a way of life, each year we dedicate the month of March to raising awareness about developmental disabilities and emphasizing the importance of including people of all abilities in every aspect of our lives.

And whereas during this month, Texans can raise awareness about how classrooms, workplaces, houses of worship, and communities are more vital when they include people of all abilities. And whereas we encourage Texans to come together to increase awareness about developmental disabilities and support full inclusion and equality for all. And now therefore be it resolved the Denton County Commissioner's Court does hereby proclaim March 2026 as Developmental Disabilities Inclusion Month and encourage all residents to recognize their tremendous value and potential of people with developmental disabilities and include them in all aspects of community life.

I would tell you when I look back on I was telling Bobby this other day Saturday we were on the way to the square and I was and Lynn was with us and we were talking about some of the good stuff that this county and this this Commissioner's Court did during COVID when we had the federal funds and investments and I'm so proud that what we did for this community and how we helped provide meeting places for them on an ongoing basis housing for them because many times they're forgotten and I'm glad to have this courtroom standing here with a dozen people standing up for them standing up for them and and I'm glad that this court has stood up for them and made financial investments that will continue that we use those federal funds to to help promote healthy lifestyle and housing you know daily activities for them so they can they can have a full and productive life but also housing because we realize there's not enough housing for this population and I'm just I want to I was just thinking about it Saturday we were talking about it together Bobby weren't we about some of the stuff that we did that many people really don't know some of the great things that we did for different for different pockets of the community and definitely realizing the value of this population this court the five of us really I'm very proud that we we have helped provide inclusion to these to these individuals and y'all have been a partner on that so I just want to say thank you and I want to commend the court for for having that that attention to to and love for this population because they are worthy to be loved yes anyone else

yes you know in times like these living in America when everything is being divided everybody's looked at different I am so glad that we have advocates for those who are less fortunate those that are every we realize that every life is important and that we include people people are trying to take people out of their lives and do all things all things that's against what they need to be doing I'm glad that Denton County I'm proud to work for Denton County I'm proud to have the employees of Denton County MHMO and all of our partners working to make sure that every life is important and that we include everyone even though they may think different they may look different they may talk different but we're all God's children and we all deserve to be treated like God's children and not like we're an outcast I'm I'm thankful for MHMO I'm thankful for all that you do to help Denton County to be a better place help me be a better person when I look at the work that you do I can't help but praise the Lord that we have people in our lives that are trying to make a difference for everyone thank you so much and I'm sorry I'm preaching this morning all right thank you thank

well there's a lot going on in precinct four for example the North Texas Fair and Rodeo will have its first annual rib cook-off that's going to be on the 7th at 6 in the morning it says but I'm wondering if losses move in at 6 a.m cook all day and then they're going to award at 5 p.m in Flower Mound we have a blood drive on the 18th from 9 to 5 at the public library Haslett is also having a blood drive on the 12th from noon to 4 in Roanoke they're going to be fishing fishing in the park from 9 to 12 and that's at their community park a free family friendly event and then in Trophy Club just in case you have one they're going to have a movie on how to train your dragon that's a great movie to enjoy with your whole family and I'd like to have a special announcement first yesterday was Texas Independence Day happy birthday Texas and then today is election day this is the day that we as citizens need to use our voices and decide who's going to be governing us for the next few years polls are open from 7 to 7 but you must vote at your assigned polling site if you don't know what that is go to votedenton.gov and they'll tell you where to go vote and you as long as you're in line at 7 o'clock you'll be allowed to vote thank you judge
