March 24th, 2026 meeting of the Denton County Commissioner's Court. We're so glad to have so many of y'all with us today in person and greetings to those of you who are tuning in on Facebook or social media. We're glad to have you as well.

At this time I'd like to welcome forward for our invocation Julie Heidog, our HR Assistant Director here at Denton County and then our pledges will be led by our very own County Clerk, Ms. Juli Luke. If you'll please stand. I want to remind everybody to please turn off your cell phones.

Good morning, please bow your heads with me. Philippians 4 says, do not worry about anything, instead pray about everything. Tell God what you need and thank him for all he has done.

Then you will experience God's peace which extends anything past anything we can understand. His peace will guard your hearts and your minds as you live in Christ Jesus. So we come before you this morning Lord and lift our hearts and minds to you.

We thank you that you are good and faithful in the midst of whatever we may experience, always working even if we can't see it. I pray today for the people in this community that whatever it is you're going through we feel your presence, your peace and your comfort. That whatever we may battle our faces turn to you first and always Lord as we may struggle through.

I pray for the health and safety of the members of our community and that your love would unite us rather than divide us. You have called us to love one another despite any differences and we cannot abide in you if we have hate in our hearts or our minds. Help us walk in a perpetual state of forgiveness showing mercy as you have shown us.

Fill us with an abundance of your peace and love so that we may overflow in your precious and mighty name. Amen.

Let's go to item 3a which is approval of a proclamation recognizing March as American Red Cross month and any appropriate action and we have several guests with us today. We have Jenna Schrota, Jamie Blanton and Winston Henvey which I'll come forward. And anyone else from the American Red Cross that's here welcome.

Absolutely. Thank you commissioners. Thank you for this recognition.

As you know March is you know Red Cross month and the Red Cross is honored to be partners with our neighbors here in Denton county to make it safer, healthier and more resilient. Every year we are in the county and in the community helping in ways that are seen and unseen. When at 2 a.m somebody is displaced because of their home fire, volunteers that are mostly your neighbors are there to help them. When eventually somebody needs blood, the hospitals need blood, volunteers roll up their sleeves and help. When someone had a situation like this for example collapses and somebody doesn't know what to do, CPR classes, first aid classes that the Red Cross gives them help at that moment. So in few words being a month where we need to recognize that and recognize our neighbors, our volunteers.

We thank you for the time and for recognizing this as a very important community and as a very important partnership.

Absolutely. Well it totally is a partnership and I can remember so many times here in the county where the Red Cross was right there as a partner lending that helping hand not only here in our county but across our state in the U.S. and just a wonderful rich legacy that the Red Cross has. And so we have a proclamation here that I'll be happy to read on behalf of the court and this is a court proclamation recognizing March as American Red Cross Month and whereas March has been celebrated as Red Cross Month for more than 80 years honoring the neighbors who make its humanitarian mission possible in Denton County.

Every day their acts of kindness change lives bringing relief comfort and hope when help can't wait. This tradition reminds us that the strength of our community lies in our shared commitment to one another just as it has been since Franklin Delano Roosevelt first proclaimed March as Red Cross Month in 1943. And whereas each day more than 600 dedicated Denton County residents put on their Red Cross vests offering hope to neighbors in need and whereas last year the Red Cross carried out more than 30 disaster relief operations serving the Denton County community delivering shelter food and comfort to neighbors facing unexpected emergencies and whereas Red Cross blood drives held in Denton County in 2025 collected more than 1,950 units of blood ensuring life-saving care for new mothers cancer patients and accident victims and

whereas in 2025 the Red Cross proudly provided more than 225 critical services to Denton County military members and their families helping them navigate the challenges of service and whereas more than 1,800 residents enrolled in Red Cross first aid CPR and AED training courses making Denton County more prepared and resilient in emergencies and now therefore be it resolved the Denton County Commissioner's Court does hereby proclaim the month of March as American Red Cross Month and we call upon all citizens to reach out and support the humanitarian mission of the American Red Cross done in open court this the 24th day of March 2026 upon a motion made by Commissioner Mitchell seconded by Commissioner Edmondson. Well again thank you so much for all that you do year round we know that the Red Cross is there and what a true comfort it is to have that partnership.

all right speaking of partnerships I'd like to call up Sara Hensley for item 3b and this is item 3b's approval of a proclamation honoring Sara Hensley for her years of service within the city of Denton and I will tell you that so many people come and stand right there Sara and it's many times bittersweet and I would tell you it's it's bitter for us and sweet for you that you're retiring from the city of Denton and we just felt that it was you've been such a wonderful partner to us individually and professionally between the city and the county that as Sara prepares to to retire from her service as Denton city manager we wanted to have her come over here to the courthouse and let us give her a big Denton county thank you

so this is a court proclamation honoring Sara Hensley for years of service with the city of Denton

whereas Sara Hensley was appointed as the first female city manager of the city of Denton following a unanimous council vote in March 2022 and where Sara joined the city of Denton in May of 2019 as the assistant city manager has promoted a deputy city manager in July of 2020 and interim city manager in February of 2021

whereas Sara has more than 30 years of public service and leadership experience serving in various positions including deputy city manager assistant city manager director of neighborhood services animal services and Parks and Recreation and whereas interim city manager Sara Hensley led the city of Denton through recovery from Winter Storm Uri and the challenges of the COVID-19 pandemic with dedication and resilience

and

whereas during her time as city manager Sara has led major community partnerships and accomplishments including Denton's collaboration with Texas Woman's University and the Bezos Academy to support Bezos Academy Denton a tuition-free Montessori inspired preschool for local families and student parents

and

whereas under Sara's leadership the city of Denton was honored as a Texas transparency trailblazer by the Texas Comptroller of Public Accounts for exemplary financial openness and accountability reflecting her commitment to transparent accessible local government

and

whereas Sara relentlessly pursued the expansion and reconstruction of key arterial roadways such as the widening of Bonnie Brae Street and advancing other transportation infrastructure improvements to enhance connectivity and mobility throughout the city of Denton and fosters cooperative planning efforts with Denton County and regional partners on long-range transportation initiatives

and

whereas Sara recognized the need for and promoted the downtown Denton ambassador program to enhance safety cleanliness partnerships and community vibrancy in downtown Denton

and

whereas Sara advanced the adoption and implementation of the city's first housing strategic toolkit and expanded shelter services for persons experiencing homelessness enhancing community support systems and strategic planning for housing

whereas Sara created a goal for the city of Denton to be the employer of choice by focusing on approving employee benefits including implementing the city's first paid parental leave added additional paid holidays and working collectively with the city council to approve an eight million dollar compensation increase for city employees

and

whereas Sara actively collaborated with Denton County Commissioner's Court on issues such as transportation infrastructure DCTA public safety economic development emergency management ensuring that services are aligned and resources are used responsibly and

now therefore be it resolved the Denton County Commissioner's Court would like to hereby proclaim sincere appreciation to city manager Sara Hensley for her years of dedicated service to the city of Denton and its citizens and would like to extend our best wishes to her for continued success happiness and good health in the years to come done an open court that's the 24th day of March 2026 upon a motion made by the chair second by Commissioner Edmondson and Sara this proclamation truly does not go fully express our deep appreciation for you and I will just tell you that having the type of friendship and partnership that you and I had representing the entities that we could pick up the phone and work out a transaction and and where your word is your bond and then know that our our council and Commissioner's Court will execute upon the agreed upon plan is so important you don't always get that in cities or other local governments and I would just want to tell you thank you so much you are always so professional and also so warm and friendly to deal with and and that is that is those are not mutually exclusive actually they go hand in hand and I just I really want to tell you you're going to be missed and I just count you as just a consummate professional and a dear friend and we hate to see you go and but you left it and the city of Denton and Denton County better than you found it and so that's a great legacy that you have here Commissioner.

Sara I remember the first time I met you we were trying to figure out what to do with Crawford Road which Andy had on his list to do but because there were three jurisdictions involved it was really kind of hard to make that happen and I was so excited to see someone who shared my thoughts that we need to get people involved and make this work you not only made it work you agreed to put in the roundabout and thank you so much it's been a joy to I can pick up the phone and call you and find out exactly what I need to know you will be greatly missed but we wish you great success in the future thank you.

Sara I just want to thank you for your service to Denton County and to Denton Texas when I look back at my city managers and think about my women's women's city managers two stick out for me and that's you're one of them thank you when I first met you I admired you you're a take charge person and I love that thank you for your service to Denton County and we're going to miss you I'll miss y'all I hope you're not going far not too far not too far okay but realize that you always have a home in Denton County thank you for all the service that you've provided over the the years and thank you for just being who you are thank you and telling people what you think and I like that you you all have been a wonderful city manager and I wish you much much success

thank you I certainly uh this is um being on this side is always you know it's difficult I'm used to sitting up on the dice with but um I feel the same way honest to goodness I can pick up the phone and call Andy or I can call Jody and we've we've hashed out some things and I think we have some things we're still working on that I've left to make sure it gets taken care of but I value the relationship with our partners the county particularly the two universities and of course even NCTC the DISD and I'm leaving a message to our council the current one and the future one that that being able to continue a good relationship and build relationships is where the future of how a city in a county work otherwise it will not work and the work that you have done and the money that you have put towards our road projects is is unbelievable and it the story needs to be told more about the the fact that we can work on projects together and get things done and so I want to thank you personally that some of these successes would not have happened without your support particularly Andy and I know all of you had to support all this and Jody and um the work we're doing on animal services and other things that we're doing so I'm going to keep an eye out to make sure that this relationship stays in good we need all the help we can get so uh but thank you for recognizing me but I do want to say I'm only as good as the people that I work with and I have to tell you that the people that we have that are doing the streets Farhan and others that are building that and the workers that we have our directors and our city manager's office staff are are truly the ones that make me look good so thank you for the recognition but I take that to heart but also to share with the people I work with and I will forever be grateful to all of you for your work and your leadership and for your willing to partner with me and with the city that's a good thank you

I apologize judge I was having a little conversation if you have a second the HR has a suggestion to add to make a little minor adjustment and if you don't mind Gustavo kind of giving you us a little heads up on on what the suggestion would be if you don't mind

more than a suggestion is a guidance that we need from the court talking to the treasurer's office the one of the issues if we would need to know how to pay out these employees that for whatever reason are terminated from the elected official I suggest to give them a time frame so they can make a decision whether or not they are going to seek employment in a different office that way the treasurer's office will know how to pay them otherwise we are going to be in a situation that do we pay them out we don't pay them out because right now the way we have it we don't really have a guidance of how we are going to pay them out because we have up to 160 hours so that we can be paid out but if the person is going to stay seeking employment they can be using that time to get paid

thank you judge best of luck to Denton Guyer's girls soccer team who are in the 6a division 2 playoffs they played a night at 7 p.m. in the second round of the playoffs and continuing with Denton high congratulations to Denton high school senior Ethan sheets for earning the class 5a co most valuable player from the Texas Association of basketball coaches all teams and last thing I've got is I want to have a little shout out to Shannon Perry Shannon Perry unexpectedly passed away he was a city of Roanoke retired police officer he was my first FTO when I first got out of school and so he was laid to rest yesterday and surrounded by his family friends and obviously many different law enforcement agency brothers and sisters so want to say bye to him he was a good man and a phenomenal officer and will be deeply missed it was definitely an unexpected situation so

yes thank you judge so a couple of shout outs here little elm high school their boys basketball team congratulations they won their state champs and UIL 6a and then city of Carrollton recently received the gold fleet award of which is the seat a clean cities award for reducing gas and consumption and improving air quality and then I have a few events to mention here so in Carrollton we have at the Josey Ranch library on the 28th a bug by garden bugs to talking about how to control bugs in your garden and then special needs spring bash at the Crosby rec center that's on the 28th also from 11 to 2 and that's going to be exciting day of games and food for special needs kids and then Cross Roads has spring cleanup on the 28th 10 to 2 and that's a 20 24 20 42 FM 424 you can take your hazardous waste and bulk trash that kind of thing there Frisco has illuminate Celtic fire this will be on the 26th from 630 to 730 at the Frisco Heritage Center sounds like there's gonna be violin cello piano and lots of stuff recognizing and a candlelight concert recognizing Ireland and Scotland and the colony has their Vita tax assistance going on now that's the 24th from 1130 to 3 at the library and that's all I have

well we're apparently hiding Easter eggs all over precinct 4 we have the double oak pancake breakfast and egg hunt the new Fairview Easter egg hunt in Roanoke there's an egg-a-palooza and in Trophy Club there's an eggstravaganza if you through with your Easter eggs you might like to learn about starting seeds in your garden Denton is having that on March 28th from 11 to 12 in their Clear Creek Natural Heritage Center and talks about starting a seed garden with a focus on drought tolerant and native Texas plants and then ponder I'd like to congratulate them they're going to be holding their ponder frontier days on the 28th it's gonna be a car show local vendors food trucks live music kidzone and more so we got a lot going on and I'm sure anybody who wants one can find it

perfect great well I want to echo some sentiments Commissioner Mitchell made about the accident that happened last Thursday evening and I want to thank the Denton County Sheriff's Office as well for going out and helping the city of Lake Dallas our emergency management I don't know Don did you help out did you have to the day that you did not but the emergency management was there all day Friday and Saturday as well helping out and so anyways want to thank our our Denton County work family for helping the residents of the city of Lake Dallas and during their time in need and I want to thank Atmos Energy for being very communicative with us as well and working to to address the situation down there appropriately so I want to I want to thank them I would like to give a couple of shout outs to our Denton County 4-H kids we love our Denton County 4-H and they have been down to the Houston Rodeo and congratulations to Addison Johnson she earned second place in the Junior Market Barrel Show in class 33 of the cross spread at the Houston Livestock Show and Rodeo so congratulations to Addison and also big shout out to our food challenge teams they earned fifth place in their divisions at the Houston Rodeo so big congratulations to them okay another congrats goes out to Northwest ISD's he's 17 years old Cooper Lutkenhaus and he won the world title in the indoor 800 meter run with a time of 1 minute 44 seconds he's the youngest world indoor champion today right here from Northwest ISD so shout out to him so anyway that is that is congrats congrats to Cooper
