2026. We thank you for being here. As you can see, the judge is not here this morning. He's away on business, government business. So at this time, we're going to call for our invocation. Chaplain Caleb Williams and our pledges. Chief Doug Lee, would you please stand?

Thank you. If you would just pray with me today. Dear Lord Jesus, we thank you, Lord, for the opportunity, Lord, to gather today, Lord, in this commissioner's court.

God, today we enter into your gates with thanksgiving and into your courts with praise. Lord, we're thankful unto you and we bless your name for you are good and your mercy is everlasting and your truth endures to all generations. God, this week we honor, Lord, our telecommunicators, Lord, who provide, Lord, safety, Lord, to our society and civilians, Lord, on a daily basis.

We ask that you would strengthen them, Lord, that you would give wisdom and guidance, Lord, that you would order our steps in your word, Lord. And, God, you said in your word, but they that wait upon the Lord shall renew their strength. They shall mount up with wings as eagles.

They shall run and not be weary and walk and not faint. God, give us strength today as we continue to do, Lord, and pursue your purposes and plans, Lord, for our lives. In the precious name of Jesus, amen.

Also, that was 2A. 2B is approval of budget amendment request number 2026-192 for human resources to transfer $3,000 from administrative supplies to hospitality supplies for refreshment, for training session, for new hires, for the remainder of the fiscal year, and any appropriate action. And we had one automaker, uh, Jacob Patonington from technology service for motion.

Next item on the agenda is our resolutions. 3A is approval of a proclamation recognizing April as Child Abuse Prevention Month and any appropriate action.

I want to thank the CPS board this morning for providing breakfast for us and for all, thank them for all that they do for our children and this community. We could not make it without you. Thank you, thank you, thank you, and we have a proclamation thanking you for that service.

Excuse me. Can I have the CPS board come up, please? Every year, annually, they provide us breakfast on this day and very good breakfast.

Dawn is a member of our CPS board, but she's taking pictures this morning also. We have a proclamation for you. It reads as, whereas child abuse and neglect are complex and ongoing problems in our society affecting many children in Denton County.

And whereas in 2025, the Texas Department of Family and Protective Service of Denton County received 8,362 reports of child abuse and of those 5,879 were assigned to caseworkers. And whereas in 2025, Our Community Our Kids provided care to 563 children from Denton County in substitute care and currently serves 348 children with 223 Denton County homes maintaining active foster placements. And whereas every child is entitled to be loved, cared for, nurtured, feel secure, and be free from verbal, sexual, emotional, and physical abuse and neglect.

It is the responsibility of every adult who comes in contact with the child to protect that child's right to a safe and nurturing childhood. And whereas Denton County has dedicated individuals and organizations who work daily to count the problem of child maltreatment and to help parents obtain the assistance they need. Our communities are stronger when all citizens become aware of child maltreatment prevention and become involved in supporting parents to raise their children in a safe and nurturing environment.

Effective child abuse prevention programs succeed because of partnerships created among social service agencies, schools, faith communities, civic organizations, law enforcement agencies, and the business community. Now therefore be it resolved the Denton County Commissioner's Court does hereby proclaim April as Child Abuse Prevention Month in Denton County.

We call upon all citizens, community agencies, faith groups, medical facilities, and businesses including the Denton County Child Protective Service Board, community partners of Denton County, the Cumberland Youth and Family Services, the court-appointed special advocacy advocates, case caster, I'm sorry, of Denton County, the Children Advocacy Center for North Texas, the Texas Department of Family and Protective Service, and our community, our kids to increase their participation in our efforts to support families thereby preventing child abuse and strengthening the communities in which we live. Hi, I'm John Perry representing Lorraine Perry on the CPS board and also president of community partners of Denton County. Last year we were charged by judges to focus on our best five and worst five and we've done that. We've been intentional about inventories and focusing on need. Donations are up and we're continuing to build a donors list and the support from the county has been absolutely amazing. We just had the conversation this morning about the contributions made last year and how it has really pushed us to a whole nother level in terms of what we're capable of doing in the community. We've honored about 125 requests since September of last year.

We've seen over 2,500 items move from our rainbow rooms between Denton and Lewisville and so we kind of see ourselves as a parachute that provides an opportunity for a soft landing if you will. And so with that being said, I wanted to personally on behalf of my wife Lorraine say thank you and on behalf of the members of community partners say thank you and that the state of community partners of Denton County is stable.

Also for 12 years vice chair on the Denton County 911 board of governors and believe me your telecommunicators are first responders when they get the call from children that are in serious conditions of abuse. Good morning commissioners. My name is Lauren Romero.

I work with Denton County and I am serving my third year on the board of directors for CASA of Denton County. Debbie has some pins for you guys. I'm going to hand them to her and let her bring them to you if that's okay.

Wonderful. Okay. So just some statistics from the last year.

CASA of Denton County provided critical advocacy to 642 children who experienced abuse and neglect. That is an 11% increase from last year or the previous year. We recruit, train, and support community volunteers to serve as a legal role of guardian ad litem for these children and make sure that their needs are met for their best interest.

As we do this each year we would like to ask that the court encourage local volunteers to become advocates. Last year we had a little bit of a shortage of those volunteers so we would love to be able to ensure that the case management that we can provide to them goes to every single child. So we ask if you could encourage volunteers to volunteer and become advocates on behalf of these children.

We would greatly appreciate it. All of these children continue to be served by CASA staff but again those individual volunteers are really helpful as well. So I thank you for your time and thank you for your dedication to Denton County.

CHERRY

Hi my name is Ruthie Cherry. I'm with Our Community Our Kids and I'm joined with Program Director Devon Corey and Latasha Goss. We are the single source continuum contractor providing reunification, kinship, and foster care services on behalf of the state.

And so we serve 10 counties to the west of the DFW Metroplex including Denton County and I am incredibly proud of the work that these two ladies and their teams have done last year. For all of the kids that exited in 2025, 84 percent were either able to return home to their parents or to family and a large part due to the support of this community of the services that they provide. The community stakeholders, the child welfare board, and our many many partners and so we're incredibly proud of that to see an increase in reunification as we help families make very positive changes while we're keeping kids safe.

And so we're serving currently serving about 320 kids in Denton and we very much appreciate your support. We recognize we couldn't do this without the whole community and we are very grateful so thank you for the opportunity.

Morning commissioners. My name is Colin Weaver representing Children's Advocacy Center for North Texas. We coordinate the investigation, prosecution, and wraparound services for thousands of child abuse victims and their families across Denton, Wise, and Jack counties and our mission of empowerment, hope, healing, justice, education.

It's only possible from proponents and supporters like yourselves at the county and the local municipalities surrounding across North Texas. So on behalf of the advocacy center just wanted to say thank you.

Good morning. My name is Cammie Phelps. I am the family-based safety services program director for Denton, Cook, Wise, Parker, and Palo Pinto County with DFPS.

I just wanted to say for all the people who have already come up and the people who aren't even here that help support the kids in this county, it is such a blessing and such a fresh fresh breath of air to have such a supportive county for the children and such a love and passion because there are unfortunately a lot of counties that don't. And I just want to give you the reassurance that my team in Denton County is going to continue working extremely hard to not only attempt to reduce the amount of abuse and neglect that continues, but to provide services to the families that are already involved in the child welfare system. And that is a passion of mine and I will continue pushing them to the same.

Good morning. My name is Laura Lewis. I'm one of the child protective investigations program directors for Denton County. And while we see and hear the numbers regularly, it's still a little eye-opening to hear that there's, you know, over 5,000 investigations that were assigned to the caseworkers for this county to work and serve the families and ensure child safety. I want to ensure everyone that our investigations team continues to tirelessly work very hard to ensure safety of the children of Denton County as well as connect with our community partners to ensure that we are working together to do what we can to serve the families of our county as well as identify new resources and services that can help these families every day.

And we want to just continue the hard work and hopefully at some point that number will change and get a little bit lower because families are not coming to our door as often as they used to. But we are continuing to work hard. We're working very hard to staff our county with quality caseworkers.

We continue to do trainings on a regular basis to ensure that we're doing quality casework. And we want to continue to work with the members of our county to ensure that kids are safe here in Denton County. So thank you.

Thank you. I want to thank every one of you all for the service that you provide to our kids in this county. However, it would be my wish to fire every one of you because my wish would be my prayer would be that we have no need for these services.

I'd find you another job though. But I thank you for the job you're doing. Please keep on keeping on taking care of our kids.

We cannot do this alone. With your help and more volunteers we're able to help where we can and the kids that are in our community that need our help. Thank you.

Sure. Thank you. So it's a tough job that all of you obviously have to do. It's not easy. I think that the conversation that we had back there I appreciate it very much so to hear you know from from yourselves exactly what your challenges are.

And the county obviously does everything it can to help support you in every possible way. I think that it is a thankless job that most people don't even understand or see because you don't see what you actually have to deal with and what you go through much less the kids that are in these abusive situations. So I really appreciate everything you all do.

And thank you to our CPS board for taking in the taking the job that we are able to offer. Not that everybody would love to have it but we really appreciate you taking opportunity to help out our community especially the the young ones that can't help out themselves. So thank you.

This is such a a tough thing and it's it's but it's so encouraging to see so many of you good people that are doing the right thing for our kids. It's it's it's so hard as I as I see and hear from each one of you and I'm like those the jobs you're doing or I I don't I couldn't do that. I don't think I could do it but we have to do it and you all are doing the work of angels and we really do appreciate all of that.

It's it's our you know our children we have to take care of the children right. And so it it's heartbreaking that we have to do some of the things that you all have to do but we are glad that God made our children resilient so that you can you can recover those kids and that we can get those kids back into a life that that they deserve. So thank you all so much and we appreciate your your help.

I really can't add anything. You all have been very eloquent but just thank you so much. It hurts my heart to hear why we have to have this these boards and these organizations but we do have to have them and I thank you so much for making that happen.

Good morning. In a twist of irony one of the best communications outfits in the state made me promise they would not have to communicate today and I accepted that challenge because it's easy when you have a team like we have at the Sheriff's office.

I wish they could all be here but they're working and they're always working and they're always there and I can tell you that my experience has been that the telecommunicators have has saved my butt more than once in a 38-year career and every person back here standing along this wall will tell you the same thing that hearing that that voice the calm voice in the middle of chaos hearing that help is on the way or your loved one has to call 911 and they're calm and they're cool and they're collected and faceless to many of us because they don't seek fame they don't seek attention but they are the most vital part of what we do of getting the help to where it needs to be as quickly as it can get there and I'm proud to to say that my group is the best there is and they've done it shorthanded they've done it with things going wrong with towers going down with we had to replace uh all kinds of stuff and they were there 24-7 making sure that the public was safe and making sure that that when the 911 call was made that it was answered and uh you guys should be extremely proud of your of your group I am and I'm thankful for them and uh there are men and women that I'll talk about this with detention officers and I'll say the same thing about communications it's a job that I don't think I could do many of you know I'm not real cool calm and collected sometimes so uh I wouldn't last long in that job but uh they do an amazing job I'm extremely proud of them and uh just thankful for them and that we get to recognize them for this month thank you guys thank you

well um it's not hard to recognize my group and tell you how great they are they amaze me every day um and the current group of telecommunicators that we have at the sheriff's office um it's a pretty awesome group and I'm so proud of them no matter what's thrown at them the added workload the things that they're asked to do they never complain they just get it done um and they do it with a smile on their face and they're always happy to help anybody that they can whether it's internal or external all the agencies that we serve um they truly make my job easy so um it's a pretty great group and I'm I'm very thankful for them

whereas the denton county 9-1-1 telecommunicators are dedicated professionals ready to answer emergency and life-saving calls to those in need 24 hours a day seven days a week 365 days a year we know we can rely on the dedication and professionalism of our 9-1-1 telecommunicators who answer non-emergency and 9-1-1 emergency calls for law enforcement fire and emergency medical services and dispatch the appropriate assistance as quickly as possible our 9-1-1 telecommunicators are often the sole lifeline to police fire and ems in the field as the sheriff said whereas in 2024 the denton county 9-1-1 telecommunicators answered over 78 000 calls 78 000 9-1-1 emergency calls and 177 000 non-emergency calls for service and

whereas our dedicated 9-1-1 telecommunicators engage in hundreds of hours of specialized training and continuing education to enhance their communication and life-saving skills our skillful and experienced telecommunicators who support emergency response and show devoted commitment every day serve as a vital link between our residents and public safety providers who save lives protect property and apprehend criminals and whereas first responders refers to a public safety employee whose primary duty is to respond quickly to an emergency the 9-1-1 telecommunicators of denton county have played a vital role in the apprehension of criminals suppression of fires and treatment of patients these unseen first responders work tirelessly behind the scenes to ensure emergencies are dealt with efficiently every one of these dedicated men and women deserve our heartfelt appreciation

whereas is it appropriate to set aside a week we need more than a week to recognize the vital and critical role of our 9-1-1 telecommunicators providing helping to helping to protect life and property they are the unseen heroes of public safety they're always heard but rarely seen they are the heroes behind the scenes the calm voice in the dark

oh my gosh i kept thinking that somebody would do that one of these days but thank you thank you um let me start out by giving a shout out to argyle isd their high school one act play is on its way to the regionals and from there we hope they'll go on to the state tournament they will compete april 23rd at texas tech and eason michael was named best performer in that play uh over in justin it's spring cleanup time and you can bring unwanted household items on the 18th between 8 and noon to the city hall and then in denton there's going to be a movie in the park and the movie is going to be on the 17th at 7 p.m at quaker town civic center will be a family friendly movie in the park bring your blanket and lawn chairs there will be games trivia food trucks and refreshments and then i'd also like to mention that tomorrow the medal of honor parade is going to be passing through denton um i am told it's between three and five three and five and it'll be on 35w if y'all want to watch it's just amazing to see all the law enforcement people and others who are going to go up to follow this parade all the way to gainesville and they honor these people who have basically they gave a blank check to your our country when they signed up for the military and these men and women so deserving i hope you'll all find a place to stand and watch and wave your little american flags as they go back these are real american heroes and they're going to be right here in denton county

thank you commissioner i've got a few things here uh city of oak point want to congratulate the city of oak point on the recent celebration of 50 years so we wish them another obviously happy 50 years um next thing i've got here is um it's kind of a shout out to not only to precinct five constable's office but in particular deputy gustavo malo uh for and this is from a citizen this is what a citizen wrote i want to send a special thank you to deputy constable milo precinct five for going above and beyond his duty for my family my son and uh had come home from school lunch break i don't know where that is that you get to do that but anyway uh and noticed our dog had gotten out he noticed the officer coming through the neighborhood and my son flagged him down to see if he could if he's seen our dog he had not seen him but went looking for him found our dog brought him back to my son and it just means a whole lot that this gentleman um wasn't asked to do anything but went ahead and was so kind about going and looking for our dog even left his card and said my son could call him at any time i wish i could do more than than a facebook post but i want him to know that his kindness and his finding of our sweet sarah which is the dog not the wife sarah meant the world to us we need more officers like him you have a great officer working for you and i thought you should know thanks again from the jones family so those are nice you know we don't always get those those are not the type of comments we usually get as we all know it's usually negative so uh thank you to the citizen thank you to to deputy milo for doing such a great job uh also want to thank our denton county human trafficking division they've been doing a wonderful job you've probably seen on the news if you haven't uh you know good for you for not paying attention to the news because there's usually a lot of negative things that are maybe even not even true but uh they were uh involved in the closure of four massage parlors that were possibly uh involved in human trafficking and prostitution so thank you to uh the sheriff's department in that division and uh one last thing i uh spoke with a young deputy yesterday i'd never met before from denton county and um the gentleman's been working here 10 years and i thanked him for his relentless uh and staying with us during the covid time he was actually a jailer and um that's when we were down significantly with our personnel and they were working a lot of overtime and i i let him know how much i appreciated him sticking with the county that it's very important to us and now that gentleman's actually a a deputy out on the on the roadway and that's that was his his goal so i just want to say thank you to him and any of the others that have stuck it out with uh with denton county which we really appreciate that's all i have

thank you commissioner um i have a few things i want to shout out um this is to our in carolton farmers branch isd uh tanish patel of dewitt perry middle school took home first place at the national civic spelling bee and so he's also heading to austin for the state finals that um that will be held in june and he's in the eighth grade so congratulations to niche and then a few um items happening in precinct two and in Carollton it's an earth day celebration and recycle art contest that'll be at the josey ranch lake library on the 18th from 11 to 3 and then frisco is having their daddy daughter dance this is the 30th year of that tradition and that is on the 18th from 4 to 9 30 at the star and um you do need tickets for that so go to the website um and then little elm has the expo touch a truck and so that you get to climb and climb on all the trucks and the big vehicles and that's on the 18th from 10 to 1 and then colony has their citywide spring cleanup on the 18th from 8 to noon and that's where the hawaiian waters parking lot you can drop off all kinds of trash and everything else there and so a lot of choices on things to do on the 18th but that's all i've got thank you

also precinct 3 has Highland Village paper shredding day i want to get rid of some papers april 18th 2 p.m to 5 p.m at pocket hill and at the power no cap ground day use area lake city's chamber this is restaurant week april the 17th to the 26th Lewisville a chance to dance spring clean april 17th 5 p.m to 8 p.m also we have a thrive nature walk in Lewisville april 19th at 9 a.m at 10 30 a.m thrive nature we have PediPlace amazing fundraise this is something that the PediPlace does every year to help our children our children with health care it's going to be sunday april 16th 1 30 to 6 p.m at lakeside village is there any other information that's all we have
