The second 2026 meeting of the Denton County Commissioners Court. We're excited to have you all here with us today. At this time I'd like to welcome Dr. Matt Richardson, our Director of Public Health here at Denton County. He's going to lead us in our invocations and our pledges will be led by Kevin Carr, Director of Technology Services. I just want to remind everybody to please turn off your cell phones and please stand. Thank you.

All right, good morning judge and commissioners. On my bible app this morning, a verse popped up and I just thought I would read it and then say a quick prayer. Maybe a famous sermon, you may have heard of some of these.

And he opened his mouth and taught them by saying, blessed are the poor in spirit, for theirs is the kingdom of heaven. Blessed are those who mourn, for they shall be comforted. Blessed are the meek, for they shall inherit the earth.

Blessed are those who hunger and thirst for righteousness, for they will be satisfied. Blessed are the merciful, for they will receive mercy. Blessed are the pure in heart, for they shall see God.

Blessed are the peacemakers, for they shall become be called sons and daughters of God. Blessed are those who are persecuted for righteousness and that sake, for theirs is the kingdom of heaven. Let's go to our creator.

Father, we come to you this morning so thankful and so grateful for the sunshine, for the changing of the seasons. Father, we come this morning as a group of your sons and daughters, conflicted. Some of us celebrating, some of us mourning, some of us both.

So father, while I don't know what's on the hearts of people in this room and people that we know, you do. Father, we don't know what chapter we are in in the book of life, but father, you have written the beginning and the end. And God, we are forced to trust you with that.

We thank you for that this morning. God be with those who protect us. God be with those who need protection.

And father, maybe we all fall in both categories. And so we bring to you this morning just our gratitude and our pleading for you to continue to take care of us as only you can. You're the great physician, the great healer.

You are the good shepherd. And sometimes father, we need both. So father, we thank you this morning that we can bring these things to you.

We thank you for your holy scriptures. And we thank you for the life and the death and the resurrection, the teachings of your son, Jesus. In his name, we pray.

Our first group under 3A, which is approval of proclamation recognizing June 2026 as Elder Abuse Awareness Month and any appropriate action. And we have several individuals with us today. And if y'all would come down and we would love to have y'all gathered right here, we'll take a group picture after the comments.

Good morning and thank you so much, Judge Eads and the County Commissioners for proclaiming June as Elder Abuse Awareness Month. Adult Protective Services is a state agency. We investigate abuse, neglect, and financial exploitation of the elderly and financially impaired, financially, of the elderly and substantially impaired.

We investigate abuse, neglect, and financial exploitation, providing resources and services to eliminate and to prevent that maltreatment. We know that we cannot do that by ourselves. Today with me, we do have, as Judge Eads said, our APS specialist, as well as our counterpart here who supports our Child Protective Services Program, as well as some other community partners from Mental Health and My Health, My Resources.

So, we are so happy that they are with us because we have to work as a community in to prevent and alleviate abuse. We have to remove the stigma for reporting because we do have services and resources to make sure that our seniors live with dignity and respect and independently in the community as long as possible. We want you to know that we appreciate your partnership, your collaboration, and also understanding the role of Adult Protective Services in the community in Denton County and throughout the state.

So, we thank you very much. What I presented to you are challenge coins and if anyone is familiar with the challenge coin, it just symbolizes that we are one team and one partnership and that you can always count on us as we know we can always count on you. So, thank you so much for the proclamation.

No, well thank you for what y'all do and we're glad to have y'all here this morning. I'll go ahead and read this and then I think we'll have some comments as well. So, I'm going to put my pin on.

Not only did you give us a challenge coin, you gave us a pin.

NESSA

And there is a pen that's included. It also says ask me about APS because now, I mean, I've been here several years. I know you all know that if you need anything or if anyone needs to know anything about providing services or resources to our elderly in the community, they can also ask you and you will direct them.

EADS

Absolutely. I think that's one of the great functions of all of us. Commissioner Edmondson says that many times we're the great connectors, aren't we, of people when we know.

So, exactly. That's one of our roles and functions that we all delight in. So, this is a court proclamation recognizing June 2026 as Elder Abuse Awareness Month.

Whereas older adults and people with disabilities of diverse backgrounds contribute to the well-being of this county by working, caregiving, volunteering, and actively pursuing customs, rituals, and traditions. And whereas as we age, we build momentum by accumulating knowledge, experience, insight, and wisdom that can be shared to enrich our community. And whereas abuse of older adults and people with disabilities is a community concern affecting thousands of people across Texas.

And whereas there were 125,382 reports of abuse of older adults and people with disabilities in Texas last year in 2025 and 2,010 reports alleging abuse, neglect, and exploitation investigated right here in Denton County. And whereas abuse against older adults and people with disabilities is grossly underreported because of the social stigma, embarrassment, and fear. And whereas adult abuse affects men and women of all income and ability levels, all cultural and ethnic backgrounds, and in all communities.

And whereas elder abuse is everyone's business, it is important to strengthen our community's efforts to partner, prevent, report, and address elder abuse. And now therefore be it resolved the Denton County Commissioner's Court does hereby proclaim June 2026 as Elder Abuse Awareness Month in Denton County. And we urge all citizens to work together to reduce abuse and neglect of elderly adults and people with disabilities.

Done in open court, this is the second day of June 2026 upon a motion made by, a motion by Commissioner Edmondson, a second by Commissioner Mitchell. Well, I just want to thank y'all for being here and it's good to have y'all back with us today. And it is, it's important that we do bring awareness to this and that we, you know, I think one of the key functions of proclamations like this is for us to take a to pause, to think about these issues, but also to take action.

And by bringing this to the top of our mind today and hopefully people in this room and those who may be watching this will be aware of situations, you know, and report that and just have a mindset of that when you hear something or see something. I think it's very important. And if you look at that 2,010 reports here in Denton County last year, that's a very big number.

That's 2,010 too many. And so anyway, I appreciate y'all's public service. You're helping those who need help.

And I especially like this comment here when it talks about seniors, they build momentum through life. And that's a great way of putting that. I love it.

They really are building, they have built momentum by accumulating knowledge, experience and insight and wisdom, you know, and so many times they need help at this phase of their lives. So I want to thank each of you for what you do. If someone wants to see or notice or have a suspicion of neglect, sometimes it's neglect.

It may not be an act. It may be neglect. It may not be, it might be not a deliberate act, but it may be just a case of neglect.

How can people reach out and help?

NESSA

Absolutely. In order to make a report for, if you suspect that a vulnerable adult is being abused, neglected or financially exploited, even if you suspected, let us do the hard work. Just go ahead and make a call to 1-800-252-5400.

I also have my cards here. So anyone who would like one, I'm happy to give them out and it has the number on there. And you can also reach me directly.

I just want to thank you for your service. And I'm going to be filing a complaint on these three gentlemen right here.

And I may include Dianne too. Elderly abuse because they don't let me do whatever I want to do.

Abuse to you or from you? I think it's from you.

MITCHELL

So I'm going to file a complaint on them. But thank you all. All joking aside, I thank you all for all that you do.

And you know, I always tell people it is a wonderful thing to have knowledge, but it's even better to have some wisdom. And I pray that as we get older, we will have wisdom because sometimes we don't. But I pray that.

And I pray that anybody that has been abused will have access. Thank you for bringing this to the forefront because people don't know that there's someone to help them when they're being abused. And so I thank you.

If I get abused, you know, I'm letting you know right now about them. But if I get abused further, then I'll be calling you and sending in my phone. And if I hear of someone being abused, I will certainly contact you.

Thank you for this. I'm kidding with them. But I want you to know this is important because we've given our lives.

We've worked hard. We've done a lot of things. Well, some people have, but we need to.

You know, not all older people, elderly people are nice. But still, they needed to be treated as we would want God to treat us. So we still have to be nice to them.

So be nice to me. Okay.

EDMONDSON

I've been learning that if you were mean as a kid and as an adult, when you got old, you didn't become nice. You're still mean. You're just an older meanie.

So thanks for what you're doing. Even the older meanies need to have some protection.

NESSA

They deserve dignity and respect, even if they're older than me.

WILLIAMS

Thank you so much, folks, for what you guys do. Not the easiest job in the world. You know, we have over 2,000 reported, and you know there's probably at least that many that's not reported.

Unfortunately, that's part of the deal. I think one of the biggest things we can do as a community is make sure that the sons and daughters of these elders sit down and have conversations with them and understand what's going on in their life. Because I have an older dad, and believe me, there's times that I've had discussions with him and say, Dad, are you sure that what you're hearing or seeing, you know, he'll get phone calls and text.

The exploitation of their financial things are so prevalent now. That's one of the largest things that we have to deal with, and they don't always understand there's so many people out there to take advantage of them. A few years ago, he understood that, but now he's gotten real easy to persuade in certain aspects.

So I think it's important that we have those discussions, because it is embarrassing for them, because they're not quite as sharp as they were. But thank you, folks, for what you do.

FALCONER

Yeah, and I echo all that. I say, you know, as well we should. We focus a lot on our children and all those, but our senior adults have many of those same issues, and we need to not forget about them.

And so thank you for not forgetting about them. Thank you.

And Laura, if you'll make your way down here, we'd love to spend this time honoring you. Item 3B is approval of a resolution recognizing Laura Stracke's retirement in any appropriate action. Well, good morning.

Good morning, ma'am.

We're glad to have you. Matt was telling me that she has spent all these many years in the Lewisville location. So we're glad to have you.

Well, Laura, thank you for being here. I believe you have some special guests with us as well. But I'm going to go ahead and read this resolution.

This is a resolution honoring Laura Stracke for 15 years of service to Denton County and the Denton County Commissioners Court, Denton County, Texas during a regular session on the second day of June 2026 considered the following resolution. And whereas Laura Stracke has been a dedicated employee of the Denton County Public Health Department since July the 6th, 2010 and retired on May the 29th, 2026 after more than 15 years of faithful service. And whereas following a successful career with Parkland Memorial Hospital, Laura joined the Denton County Public Health Department as a registered nurse.

And whereas Laura consistently demonstrated compassion, professionalism and a commitment to excellence while providing high quality care to patients in the prenatal family planning and primary health care clinics, earning the respect and admiration of her colleagues and patients alike. And whereas Laura devoted 41 years of her life to the nursing profession, positively impacting countless individuals through her service and care. And whereas the Denton County Public Health Department wishes to express its sincere gratitude to Laura for her dedication, hard work and many years of outstanding service and extends best wishes for a happy and fulfilling retirement.

And now therefore be it resolved the Denton County Commissioners Court, Denton County, Texas does hereby extend to Laura Stracke our sincere and grateful appreciation for her dedicated service to Denton County. We congratulate Laura on her well-earned retirement, extend our best wishes to her for continued success, happiness and good health in the years to come. Then an open court this the second day of June 2026 upon a motion made by motion by Commissioner Mitchell, second by Commissioner Falconer.

Well Laura thank you so much for for being here and and for not only working at Denton County but working in the health care profession. You know we need nurses and I thank you for obviously that care and compassion. I can tell by just meeting you, you have such a the type of bedside manner that would make any patient feel at ease.

And so thank you for thank you for what you do and I know you may have some special guests with you. We'd love to have you introduce them if you'd like to introduce any of your family or friends that are with you today.

LAURA

Yes, thank you commissioners. This is such an honor. I have enjoyed very much living in Denton County since 1981 and also working.

I had the pleasure of working here at Denton County. My family did come to visit today so I have my husband and my two daughters with me and then I got the whole crew.

The crew is here and I've enjoyed every minute of working and I want to tell you that I am so proud of how much we have done for the county residents especially with the COVID response. That was amazing and I was part of that.

It was quite the adventure so and I've enjoyed being here.

Well, a couple of things. I know that Dr. Buchanan and Heather, everyone behind me would like to say a few things. We won't do that out of time.

I'm going to cut in line and just say that what you've seen from Laura this morning is who she is. She's about public service after a career at Parkland and a career at the county. There's not a lottery ticket at the end of that but there is a career and a life well lived of service to her fellow man and woman and Laura's been just an anchor at the Lewisville office.

When we say something about the Lewisville Clinic, we're kind of thinking about Laura and the work that she does and it's just it's interesting. I'm not going to make this about me. I said this on Friday but we've walked together through some health challenges and career changes and Laura is an encourager and I told her on Friday, I said, you know, I just I appreciate the meaningful conversations that we've had and she said, have we?

And so now I'm rethinking some of those. Memorable for you. We share a birthday, we share a haircut, we just there's so much there's so much about I'm gonna miss about Laura Stracke but most of all I'm going to miss the example of public service because she was encouraging to me to keep moving and keep swimming and I think she's been that to other people and so proud to have been able to work with her but kind of bummed that she's moving on and it's both things so I'm really working this morning to be happy for but maybe that's going to come but right now we're just thinking what are we going to do this week but anyway there you go.

We're really proud of Laura and we're so grateful and thank you.

Laura, you have been the face of the health department for so many years. I don't go every day but occasionally I haven't been a while now. I need to go and see what Matt's doing.

I go to the health department and the face your face is there. You've taken care of the citizens so well and that is so important in a job that you have. As we discuss when you go around when you live in your community and take care of people in your community you often meet them in the grocery store somewhere and they're telling you thank you.

Well I'm telling you thank you this morning for the job that you've done and how you've done it. You said you still live in Denton County so I can still reach out for you if I need you. So you promised me that.

LAURA

Yes I did promise you that

MITCHELL

Okay. Thank you. Okay. Thank you for the job that you do. I mean it's not hard you know doing these jobs but can you imagine when you're helping someone that's in need that are hurting you know your your your encouragement and your expertise is then you're giving that to the citizen.

Can you imagine that how they feel you know you come in and you're hurting and you have somebody grumpy and that makes you feel worse but when you come in and you have somebody with your face and your expertise your encouragement and your love that you show to those people that make you feel better and sometimes you can forget the hurt because you're seeing the love that's there. Please thank you for all that you've done. Thank you for being a citizen of Denton County.

Laura I am so impressed. 41 years as a nurse. My granddaughter is now a nurse.

She graduated a year ago and she's an ER nurse now and she loves that but I can just see I love her and she's a beautiful lady. I don't see your kind of face on her. She likes the excitement.

She likes working with people but she says I never get bored in the ER but thank you for all you've done. I agree totally with what Commissioner Mitchell said. Seeing a pleasant kind face when one doesn't feel good is very very helpful.

You know when you mentioned COVID from years ago you know I think what everybody deserves an extra merit badge if you worked in public health. If you went through there. Went through that and I say that because a lot of people left the profession.

A lot of health directors retired or said I'm going to sit this out. I'll go work for pharmaceutical or a different opportunity for a couple years. Let it blow over and the fact that you and so many of your colleagues that were here with us stuck with the profession.

Stuck with the public aspect of public health and stayed with us. I just want to give a kudos to you and and the rest of your colleagues because that was a special trying time for everyone that dealt with it but especially those on the front line of public health. So thank you for being for being part of that.

I'm going to go ahead and go ahead and go to 14b. 14b which is approval of the agreement for owner representative services Denton County Civil and Courts building. RFP #25-2891 between Denton County Texas and AG|CM, Inc. amount of $357,894.

The amount is for the civil courts building the former located at 3001 Colorado Boulevard remodel project. The phase one project with funding to come from 8084 2020 Tax Note/CC: 90200 projects and project PRJ-CV-1160 sally building as recommended by the Denton County Purchasing Director. Our in any appropriate action. Item 2B is approval of payroll. Item 2C is a approval of Budget Amendment Request #2026-286 for emergency management to transfer $2,200 from vehicle care to hospitality supplies to cover incurred hospitality expenses.

Item 2D is approval of Budget Amendment Request #2026-287 for Justice of the Peace Precinct 4 to transfer $1,338 from administrative supplies to training and education at $323 from law and reference books to interpreters for a total transfer of $1,661 to cover training and interpreter expenses incurred. Next is item 2E approval of Budget Amendment Request #2026-293 for judicial federal sheriff to transfer $1,320 for administrative supplies to capital equipment to cover the additional cost of a pedestal camera that was included in the fiscal year 2026 budget.

I'm going to go ahead and move down to our sheriff's item. The sheriff is with us today and I think I'm going to go ahead and handle that one. That is item 8B.

8B is approval of reallocating funding for 20 full-time Detention Officer I positions pay grade 104 currently budgeted at zero for the fiscal year 2026 and any appropriate action. This action is will support the ongoing hiring efforts of enhanced staffing levels at the Denton County Jail. We do have our very own sheriff Tracy Murphree with us today.

Good morning judge commissioners. First of all I'd like to for the first time maybe ever we have more applicants than we have openings right now which is that's a headline a lot more however understanding where we're at in the budget process and things that are going on I would like to request that we lower that 20 down to 10 right now. I may have to come back to you in a few weeks and ask for 10 more which is a good thing that's good but that'll give us I think that'll hopefully that'll that'll help with some budget money for at least a few weeks on not on not funding these and we can we can go with 10 instead of 20 right now we can continue our backgrounds and things of that nature and I'll probably have to come back to you in a few weeks and ask for those those other 10 but for right now I'm asking that to to to work with budget work with you guys that we we start with 10 instead of 20 and go back grab those 10 a little bit later.

Got a quick question.

Yes sir go right ahead.

FALCONER

Sheriff well this is a good problem to have and I appreciate that your current staffing is seven right at 77 right now 77 and so if we give you the 10 I know you have a few that you're still working on too if you fill up to that point what would that take you to?

MURPHREE

If I mean I don't know the answer to that it'll be over 80.

FALCONER

Yeah good I was just curious.

MURPHREE

Yeah and that's that's unprecedented and so we're we're we're making great progress in those areas and you know for so long as you guys know we were going months without a single applicant and now our our our background investigators are they're having to hustle because we've got so many and of course you know we're a lot of those are going to be we're not going to get all of those because of you know backgrounds and things of that nature but we're going to get a lot of them and so I'm that's a good problem right now to have more applicants than we have openings so we're getting there for sure.

FALCONER

And then the overtime should start I mean we should start to see a lot of that.

MURPHREE

Yes and also I know there was a question asked when I wasn't here about the overtime and so I will address that if you'll give me some leeway. I know that Alejandro made a statement that it should be going down and with all due respect to him he's the best at what he does. Yeah he is absolutely amazing to work with and is just one of the best people that I know.

However he deals in straight math and straight numbers and is unaware of so many variables and I want to talk to you a little bit about those variables that I didn't anticipate as well. I mean some things I didn't think about that I should have thought about. We're probably I don't know well over 50 percent of our staffing are brand new people and so there is a process where we have to they have to go through an FTO program which is several weeks of them just following another detention officer or corporal so basically what you you have two people but they're doing one job for a good while so they're not out on their own they're a person they're a position but technically they're not really a position until they do that and then after that they go through several weeks of jail school which is mandatory to get their TCO license so that takes some people off the floor.

Also we have held back on promoting sergeants and corporals because we didn't want to take people off the floor well now that our staffing has reached where it reaches we have a span of control issues so some of our sergeants and corporals have been getting overtime which is at a higher rate than the DOs so we're starting to promote those people which once again takes some people off the floor but but we're we're we're getting there and from May of 25 to May of 26 we're down right at a thousand overtime hours it's it's a lot slower process than I anticipated but we are getting there we have and there's and what folks need to to understand is that a DO is not a DO is a DO we have so many different sections in the jail that do many different things we have one section that is completely on the straight 12s which will significantly cut overtime in that section another section we just recently were able because of staffing to go to state 12 so that's going to bring that down considerably and we're filling these other positions and so it was kind of a domino effect that I quite frankly didn't anticipate I was looking at straight math as well when when I was thinking some of these things but there are a lot of variables that come into it and believe me we're cognizant of it we're we're giving a directive to my jail staff hey we're we're cutting overtime we're cutting it not as quickly as what I anticipated you know not to mention people who are out on medical leave and we have some people in the academy and different things of that nature and it's it's not a lot but it does when you're when certain parts of the jail aren't as fully staffed as others then those are the variables and so uh like I said it's taken us a year to cut a thousand hours but we're the way we're staffed now it's going to go a little more quickly we're going to have to promote some folks because span of control that'll cut down on on the overtime of our supervisors which will help and so you know in the past we had a few people getting a lot of overtime now we have a lot of people getting a little overtime and it's so it kind of balances out sometimes but we are

and that's that's better too we don't want to burn it I mean we were at that point where I don't see how some of those folks were able to

I don't either

and so I'm glad that at least we've got it's spreading it out

MURPHREE

and also commissioner at one point uh back then you know we were pulling everybody who had a jailor's license off the street out of CID to work some shifts in the jail and that overtime was coming from different budgets right so it didn't look as bad but it actually was because it wasn't a single budget getting hit with that overtime it was several budgets getting hit with that overtime so it's not quite the straight math there's so many variables and uh you know I've stood up here saying we get to 65 and we're good I didn't consider those variables as well so it's not not just Alejandro

and we're and we're not having to do that pulling off

right which I think that's a great I had not really thought about that these folks were working they were

working several shifts in the jail and they're going back to patrol and we just if you had a jailor's license

you were working

MURPHREE

and they did it a few you know didn't like it but nobody liked it but they did it they did their job and they helped us out to get through that time so um there was just we were pulling from a lot of different budgets instead of the one and it's uh there was another point I was going to make if I can remember uh I did turn 60 this month so

didn't think I'd make it this far it's uh I'd have taken a lot better care of myself if I knew that um

stand-alone fee schedule today for a court to consider so right now fees are kind of scattered across various regulations right there in the subdivision rules and regulations they're in the Lake Ray Roberts ordinance separate court orders to set the permit fee and so part of this effort is to just place all those fees in one spot right so that whenever we have to come back to commissioner's court and amend those fees we can just do an amendment to the fee schedule itself plus it just makes it easier for developers and the public to you know look up and see what those fees are so it's been a minute since we last addressed fees 2002 was the last time we increased the permit fee we went from five dollars to thirty dollars per permit fifty dollars in the flood it's been at least 1998 since we addressed the subdivision fees so the platting fees engineering review inspection fees so it's it's it's probably time to kind of reassess that and so that's what we've done we we tried to take staff time uh administration costs you know how much does it cost development services to perform these functions and so that's what we set out to do um so fees are are kind of grouped in two different sections we have permit fees and we have what i would call planning or subdivision fees which are plats engineering plan review inspection those types of fees so first permit fees so i've got listed here the current permit fees and then the proposed fees so again we we really kind of dialed in on what we believe it cost us in staff time administrative fees software fees you know what does it cost us to perform these functions and so the proposed fees are what you see in that right hand column um you know they're not unsubstantial increases um probably the culvert permit fee is is the largest you know we're going from 15 to 300 dollars but again that that that that permit fee we have to make at least four trips to the site for one culvert permit so we go out there and we size the permit uh once they set the culvert we inspect that once they set the forms we inspect that and then once they pour the concrete we inspect that so we're taking four trips per culvert permit and so it's we calculate that's about 75 dollars per trip to run out there and go do that so that's that's why you see that um substantial cost for for um culvert permits we've got some some new fees um so the driveway inspection fee that's new that's set at 75 that's one trip so if you've got an existing driveway today you still need to come get a culvert permit from us we go out and inspect it you know is it is it is it functioning is it sized correctly do you have safety ends today you have to have safety ends on a culvert we go out there and inspect it if it's good then you're good if not you'll have to apply for a culvert permit we'll go through that process with you the junk salvage yard fee that's 25 dollars that fee is set by state statute that's kind of where that fee comes from and then the culvert reinspection fee occasionally we have folks that don't follow direction and we need to go make additional trips out there and so if we have to do that that's an additional 75 trip charge for our inspector to go out there and make that trip and then we've got the planning subdivision fees those are plat fees those are um engineering review inspection we've added some new fees um those so manufactured home infrastructure development plan rv park infrastructure development plan those are both new fees fees we don't assess today those require a substantial amount of engineering review right we're reviewing grading drainage sometimes flood studies for those so that's why that that cost is incorporated in the proposed fee schedule plat cancellation that's a new one we get about one of those a year sometimes an old plat they want to for whatever reason revert that back to raw acreage that's what that permit fee is for and the flood study review that that's our time to review the engineering for flood studies okay and then so engineering review inspection fees that's kind of what initiated this whole process so state law changed it prohibits the use of construction costs for setting fees so our current fee schedule is for engineering review is two percent of construction costs inspections are three percent of construction costs that's pretty punitive for the developer if if you do the same project in 2020 and you do the same project in 2025 you're going to pay 20 percent more in inspection fees just because material labor cost increase our effort didn't increase but just because your cost increased theoretically your fees would increase as well so that's why the legislature set out to prohibit counties and cities from setting fees using costs and it's just a snippet of texas local government code that kind of explains that that section they give you three options to set those fees we we've selected option number two is the hourly rate of estimated actual direct time of county employees to to perform that function and then i wanted to give you kind of a snippet of what these changes look like for development right so i grabbed two rural subdivisions a 21 lot and 17 lot the 21 lot would see an increase in their fees that's probably driven primarily by a fairly small construction cost for this one whether the construction cost was small or their engineer you know fudges the numbers a little bit i don't know but that's why you see a difference in the 21 lot versus the 17 lot the 17 lot theoretically would save about seventeen hundred dollars in permitting fees the larger savings comes from larger subdivisions so muds because those construction costs are so high they're going to realize a substantial savings in engineering review and inspection fees and so for these two representative subdivisions we got you know a difference of about 168 thousand dollars for one 102 thousand dollars for the other less that they will be paying versus our current fee schedule okay and so again you know we we have evaluated as best we can what we believe the cost are to the county this isn't a money-making endeavor for us i i'm confident that our numbers are correct they're not exact because every project's different right so some projects don't require as much some projects require a lot more review but i think that i think the fees that we're requesting are representative of the county's cost to perform those functions and then if court does adopt this fee schedule we're not going to wait another 20 years to to reassess we'll probably do it on a three five-year basis kind of reassess those fees and make sure they're still in line with with the county's cost and so this is the proposed fee schedule that we're asking for approval today um that's the last one last one so that's all i've got and i stand for any questions

yeah um commissioner mitchell i don't disagree because it does and when we did this recently in another area as well the tough thing is is it's we since we haven't made these adjustments over such a long period of time we're we are really pretty far behind and um i think that's why it's imperative for our our um supervisors or directors to to stay on top of bringing these things to us every few years and it's allowing us to make those adjustments when necessary so i totally agree with it can be a little sticker shock maybe to some yeah but most of the developers are going to realize you know it's probably normal to them because anywhere else they do the developments it's the same the places that it may hurt a little bit or sting a little bit as the individual that does it himself or herself at their at their place of uh of work or where they live now so um but i i too reviewed all this and had long lengthy discussions and and i'm 100% supportive of of the suggestions okay

Yes, Judge, just to make a couple of quick comments. So, members and the public, I just thought it'd be good to give a quick update on some of our building projects that are going on. First, I think really good news on, you know, we've been doing the temporary courtroom that Judge Johnson will move into that, and as we've said, great work by our facilities department to do that construction.

It's actually, construction has been done for a little bit. We still have supply chain lag on some things, so we've had some furniture that's been lagging, but there'll be a walkthrough just next week, I think. Isn't that right, Jody?

And so that should be being occupied and maybe we don't have to, we'll at least have temporary quarters for everybody until we get the civil courthouse complete. And then just on that, we're in the, as you know, the architects and engineers are working on the remodel of our Sallie building conversion to the civil courthouse, and we are currently, have received, a couple weeks ago, the 60% CD set. We are essentially on a pause, if you will, on the CDs because we have requested changes that have come up that you all, they're in kind of two different bunches, but you all are aware of some of these.

The first set of those were done several weeks ago, things like adding an elevator for security purposes. There's also a request that has largely come from Jody and myself on revisions to, proposed revisions to, the HVAC. It's a fairly significant portion.

This particular entire amendment would cost, originally was listed about $360,000. We've done all the vetting with the architects. It's closer to $220,000 now, but a significant amount of those costs is the elevator and then these HVAC changes, but the important part is the HVAC changes are, they are elective, but they will save us hundreds of thousands of dollars on the actual construction.

It's really, the original plan was to basically demo the entire chiller system and enlarge it. This will allow us to keep what is very well maintained and Dale's done a great job, his team, on getting the, evaluating the facilities and the equipment, so it will save us hundreds of thousands of dollars on that. That's what those, largely those changes have been.

There's also some, there's always AV, telecommunications, low voltage, and just small movements, that's in that one as well. And then there's a second kind of bunch that are more recent, that are changes that are largely modifications to the floor plans on, hey, we really need this room bigger, this room smaller, moving some things around to make it work better. Those are also in that $200,000.

We are, we are struggling a bit just to get through the process because we have to make sure it's all vetted out and that it's, that the architects and everything have put all of their documentation together, so you'll probably see something on that in the next two or three weeks, but we're working on quickly to get all that done because the architects have paused because they're waiting for approvals on those changes. And so we're, we're as not totally unexpected, we're, we're, we're moving our schedule a little bit because ideally we would have these hundred percent CDs originally done about now, but it'll probably be another couple of months, probably two to three months, depending on when we get approval on, on the changes and then we get back in gear. That, that one, Judge Johnson, probably Jody, after the walkthrough, a couple of weeks, so that should be imminent.

Congratulations to the champs who were named all district in an incredible competitive and can credibly competitive district. Diego was defensive MVP. First team includes Jimmy, Dana, Luke, and Sebastian.

Congratulations to them. What a heck of a year for they had. And then unfortunately we have some some sad news out of Sanger.

We have condolences to the family of Sam who recently lost his life in a car accident. He had graduated from Sanger ISD and and also was a collegiate track athlete. It's a horrible situation and our thoughts and prayers go to the other two students that were involved in injury or in the accident as well and are injured.

Again it's always so horrible to lose someone at such a young age. Judge that's all I have.

Thank you judge. A lot of congratulations. First of all I want to congratulate the City of Carrollton marketing team.

They recently won three national awards. A 2026 blue pencil and gold screen award is what those were from the National Association of Government Communications. And then a few events going on at the Colony.

There's a Colony summer kickoff that's June 6 from 10 to 1 at the City Hall Annex. That'll be with library and city staff. It's a family-friendly event so come to that.

Then there'll be in Little Elm the brew and queue festival and I think that's not queuing like having to stand in long lines. I think that's barbecued. Much better than standing in line.

Yeah it's not queuing all the time. It's barbecued. So go to that June 6 3 to 10 at Little Elm Park.

They also have farmers market at the lawn that'll be at the lawn on the lakefront and that's local vendors. That'll be the 7th from 10 to 2. Cross Roads has their community market on the 6th from 8 to noon.

That's local vendors as well at 2042 FN 424. And then Carrollton has their annual Carrollton trails and 5k fun run and walk and that's June 6 from 7 to 10. That's always a great event and that also supports the Carrollton Animal Shelter and Adoption Center.

I have also in Lewisville June 5th the Night of Tunes with Patrick Mealy June 5th at 7 15 p.m. at the Lewisville Grant Theatre. Also want to make people aware that the CCA is offering KFC free lunches now and so is LISD so please govern yourself accordingly. Well the first thing is I'd like to remind everyone we're not through with elections yet. There are municipal runoff elections starting yesterday and they'll go for a week. Denton certainly is having a runoff election.

I don't know what other communities throughout the county may be but if they are having any it is early voting is taking place right now and as usual whenever you are voting early you can vote anywhere in the county. If you wait until Election Day you must vote in your assigned voter precinct. In the meantime Denton is not only having this runoff election but they're going to have a movie in the park and it's going to be an old favorite Scooby-Doo so that's on June 5th at 6 p.m. to 8 30 p.m. at the Quaker Town Civic Center. They're going to have games, trivia, food, drugs, and refreshments. They ask you to bring your own blanket and lawn chairs.

Argyle is going to have the sixth annual Child Safety Fair and Chili Cook-off at Liberty Christian School on the 6th from 10 to 1 and then in Ponder there will be the monthly Chamber of Commerce meeting June 5th at 8 30 a.m. We will have speakers from Carter Blood Care and the Denton workforce. Speaking of Carter Blood Care we are having a blood drive at Southwest Courthouse on Monday June 8th from 10 to 2 in the community room. You can schedule a donation time online at the Carter Blood Care. The last one that I have is for Roanoke.

They have evenings on Oak Street concert series and they're June 4th 6 30 to 8. Live music at the Plaza, a free family-friendly event open to all ages. That's it judge.
